Resolution  & Memorandum adopted in demonstration held on 08.5.2015 at lunch hours  organized by NFPE group of union West Bengal Circle at Yogayog Bhawan for immediate joining of newly recruited PA/SA under the vacancies 2013-2014. These were  submitted ( by fax )   to Smt Kaveri Banerjee,  Director General of Postal Services, Dak Bhawan, New Delhi. & Smt. Arundhaty Ghosh, Chief PMG West Bengal circle.

NFPE, Group of Union, West Bengal Circle held a meeting on 8.5.2015 at Yogayog Bhawan at lunch hour to address the situation prevailed under Dte instruction, dated 27 April’2015  in case of new recruits for 2013-14. Good participation of new recruits at Yogayog Bhawan observed. Com. Pranab Bhattacharjee, C/S, Admn, union presided over the meeting. Com. Janardan Majumdar, C/S Gr-C union, described the situation and readout the resolution and memorandum, as finally adopted unanimously. Amongst other ledership Sanjib Barua, C/S SBCO union, Aparesh Lahiri C/S, RIII, Asit Bangabas, Sachidananda Biswas ( office bearer Gr-C , Circle Union ), Adhir Das ( South Presidency ) Jayanta Malakar ( North Kolkata ), Shambhu Chakrabarty ( Kolkata GPO ), Parimal Ghosh ( Central Kolkata ) Sonachand Seal, Krishnendu Bhattacrjee ( South Hooghly ), Saptak Nag ( Bankura ) were present.

From the meeting a delegate of P. Bhattacharjee, J. Majumdar, A. Lahiri & S. Barua met with Chief PMG, West Bengal Circle and requested him to take up this case with Postal Directorate with top most priority in the interest of innocent new recruits. Our Chief PMG also assured us to take appropriate action.  However, we are committed to stand by these PA/SA till their posting.

N.B  :  It is learnt that another organisation of our department has started condemning our program and efforts like meeting on 03.5.15 and assembling at Yogayog Bhavan on 08.05.15. They are trying to malign our organisation and create an impression that all our efforts are meaningless. As we are morally accountable to all the candidates, we cannot only sit back and relax and watch the administration do as they wish. With our entire strength, we have to create pressure from inside the department also for their appointment and that is exactly what we are doing and will continue to do. We are keeping constant watch, pursuing every corner, be it our Circle Office, or be it Postal Directorate through our Central Headquarters in New Delhi. 

           Actually, in 1968 our rival union was formed only to appease and satisfy the Administration. They have no loyalty to the postal employees. That is why we are holding huge majority in membership. Our credibility and loyalty is only for the employees, not for the administration. In fact, this union has no work except to malign us which would at this situation, only complicate the issue. So, be careful of this organization.

        Once again, we are declaring clearly that if it requires for the interest of the candidates, we will again hold organisational programs involving these new PA/SA, no matter what the administration or their followers think.

SELECTED  P.A.  CANDIDATES  2014 BATCH : PLEASE  ASSEMBLE  AT YOGAYOG  BHAVAN  ON  FRIDAY,  THE  08.05.2015.

      As discussed in the meeting on last Sunday (03.05.2015), the successful P.A. candidates of 2014 batch, whose training and joining is now halted, are requested to assemble at the Office of The Chief Postmaster General, West Bengal (Yogayog Bhavan), opposite to Air India office on Central Avenue, on Friday, 8th May 2015. Nearest metro railway station is 'Chandni Chowk'. The time of assembling is within 1:15 P.M.

       It is requested to please take maximum efforts to gather in numbers as much as possible, as we shall be able to interact with all of the candidates. Divl Secretaries are requested to guide the candidates and to accompany them positively. From the assembly, the Circle Union will communicate the message to the Chief PMG and to obtain from her if there is any development in the situation. We shall also submit a resolution from the program to the Secretary (Posts) Smt. Kavery Banerjee to clinch the impasse as early as possible.

      Please ensure your presence and tell others to participate without fail. Mass participation is the key to success.

Details of meeting with MoC

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.


In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.
1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.
2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.
3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.
The ground was under active preparation for indefinite strike w.e.f .06.05.2015.
  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.
On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.
Hon’Minister of Communications has assured that the GDS issues would be looked into with an open mind and he would try to his best.
The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.
In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.
The meeting with Hon’ MoC is hopeful.
Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .
