Sub: Whimsical order of ‘Dies-Non”-case of Bidyut Maity.

Dear Sir,
            It has come to the notice of this union that you have issued a whimsical order of ‘Dies-Non’ for all purposes for the days of 22.04.2013 & 23.04.2013 , in connection with absence of Sri Bidyut Maity, PA, Moyna S.O., without giving him any opportunity to submit representation and without confirming about the fact.
Sri Maity duly informed about his absence to the concerned SPM and another PA of his office over telephone   and later submitted an application for CL(casual leave) on resuming his duty. So the question of unauthorized absence is baseless and it is presumed that you have intentionally and biasly  issued the order of ‘Dies-Non’ against Sri Maity.
This union, therefore, urge upon you for immediate cancellation of your order No-B/B-40/TMK/13-14 dtd 29.04.2013 and immediate payment of cut-salary  for those days.

Sub: Arrangement in the vacant posts of LSG, HSG-II and HSG-I in Tamluk H.O. and other S.Os.

Dear Sir,
            It is noticed that most of the LSG, HSG-II & Hsg-I posts of this Division are lying vacant since long and juniors are officiating in those posts without approval.
It is also noticed that the Acctt of Tamluk H.O. has been transferred as Acctt,Divl Office. He is holding both the charges of APM(A/Cs) Tamluk H.O and Acctt, Divl Office though senior BCR officials are available in the same station.
This union, therefore, urges upon you to make regular arrangement in the above-noted vacant posts on seniority basis ,to give necessary approval for present arrangement and remove the Acctt, Divl Office from the post of APM(A/Cs) by local arrangement from the available senior BCR officials of the station.

Sub: Irregular order of deputation.

Dear Sir,
            It is noticed that senior officials are being directed for deputation in the leave vacancy / permanent vacancy in the S.Os, despite availability of the junior officials. We are noticing this practice in Tamluk H.O and some S.Os and by this way only our members are being hackled. For example- Srikrishna Pramanik had been given direction while junior official was available at Tamluk H.O., Bidyut Maity of Moyna S.O. is being directed when his junior is available etc. It is also seen that in maximum cases of direction only our members are ordered to go for direction. For example now Srikrishna Pramanik, kamal Biswas , Susanta Mistry and Tamal Kanti Manna of tamluk H.O. are on deputation and all are only our members. It seems to us that these are being done intentionally.
This union therefore ,urge upon you kindly to remove disparity and favouritism while giving the deputation.

Sub: Non-generating about 2000 RPLI policies procured in the year 2008 and the year 2009 at Tamluk Division and keeping the policies in deposit without processing for acceptance, history sheet and policy bonds.

Sir,
          In response to your letter under reference, respectfully I beg to state that when the RPLI policies ranging from block No-2100000 to 2102600 were procured at Tamluk Division, I was not in the RPLI Section/Branch and so far I remember, the works were done at different section/ branches of Divisional Office viz. RPLI works of Mahishadal Sub Division were entrusted to Fraud Br, RPLI works of Haldia Sub Division were entrusted to Mail Br. etc. It will be clear if the concerned RPLI register consisting details of the policies ranging from block No-2100000 to 2102600, is consulted. And so far my knowledge goes , all the section/ branches forwarded the policies to the DDM(PLI), Kolkata at that period for further acceptance.

          So, the question of negligence of duty for non processing of RPLI policies ranging from block No-2100000 to 2102600 while working in the RPLI Section / Branch of Tamluk Division does not arise. I am always sincere and devoted to my duties, that’s why as per request of the then Superintendent I tried to install web based RPLI software after consultation with NIC, Tamluk and Contai Divisional Office and generation of policy bonds of new RPLI policies started at Tamluk Division for such initiatives  though I had no training on that subject.

          Despite if any mistake had been committed  by me during working at Divisional Office I may be excused.

          Hope this information will be sufficient otherwise if the RPLI Register, RPLI files of different branches  of that period, order book, memo of distribution of work, Nominal Roll (or related document by which it can be known who worked in which branch and which period) etc be supplied to me, I may furnish details if you require.
