India Post wants to own a bank. This is a great idea. In onestroke, this can ensure that millions more will get access to formal credit, in one of the most under-banked countries of the world.

The biggest advantage for India Post, among the most enduring institutions set up by the British, is its huge network and customer base. Compared to roughly 1,00,000 commercial and rural bank branches in India, there are 1,55,000 post offices, a majority in rural and semi-urban areas. As a collector of small savings, it has experience in taking deposits — about Rs 6 lakh crore at last count — but not in lending. A bank licence for only India Post would mean that the network of bank branches would more than double in one stroke.

India Post needs to become a corporate for banking foray


While most of the 26 applicants for banking licence were usual suspects, there were a few surprises, too. And there was at least one unusual name, although its banking ambition was well known.

The application by the Indian , a division of the ministry of communications & information technology, has raised some curiosity within the Reserve Bank of India (). This is because RBIs new  norms released in February this year  talked about new bank licences in the private sector.

Since  is a part of a ministry, it cannot be considered as a private sector entity. According to RBI sources, to be eligible for a bank licence, India Post will have to become a corporate entity, because a government department cannot come under RBI purview. For example, if they are found violating the know-your-customer (KYC) or anti-money laundering norms, how can the regulator impose penalty against the sovereign, asked an RBI official.

India Post has for long wanted to diversify into a bank and had held discussions with RBI on this. According to experts, while the postal departments huge rural presence definitely gives it an edge to get a licence because both RBI and the government are emphasising on financial inclusion.

Technically, there are challenges on whether it fulfils the prescribed criteria but its reach definitely makes it a strong contender, sources said.

According to the final guidelines on a new bank licence, RBI has mandated 25 per cent of bank branches to be opened in un-banked rural areas. New banks should also meet priority sector norms right from inception.

Globally, there are examples of postal departments diversifying into lending activity. Deutsche Postbank  the Bonn-headquartered German retail bank  was formed from the de-merger of the postal savings division of Deutsche Bundespost in 1990.

With around 14 million clients, 19,000 employees and total assets amounting to ^170 billion, the Postbank Group is one of Germanys largest financial service providers. According to its website, the lender focuses on business with private customers as well as small and medium-sized companies.

The 26 entities that have applied to RBI include the Tata Group, Aditya Birla Group, the Anil Ambani Group, heavy engineering major L&T and a host of non-banking financial companies, including a gold loan company. Two micro finance companies have also applied.

Of the 26 applicants, there are usual suspects, but some surprises, too. There are a few names which meet the minimum requirement, but could rank low in terms of relative probability to get a licence. We expected a higher number of applicants, maybe around 30-35, said Monish Shah, senior director, Deloitte Touche Tohmatsu India.

Next time you go to the Post Office, it may well turn out to be a bank


A long-pending dream of  to have banking operations is now taking a final shape. The  has moved a Cabinet note with the government providing Rs 500 crore as seed capital to India Post for this purpose. This is the minimum paid up capital required under the final norms for banking licenses put up by the Reserve  of India. 

Financial help from the government is needed since India Post ran a deficit of Rs 5,805.9 crore in 2011-12, though 8.5% lower than Rs 7,899.3 crore in the previous year.
 
India Post plans to start banking operations in 50 branches, a key official said. 

The official said all the initial work on applying for a banking license to  has been completed and the only task left now is to formally submit its application. 

The deadline for submitting applications is July one and in between only two working days are left. 

"Our officer is in Mumbai and we will file the application before the deadline," the official said.

When asked that it would be too costly an affair to convert a  into a bank, the official explained that both post office work of India Post and banking operations will simultaneously exist.

She said India Post can always squeeze a little space in its existing post offices. "We can give the bank a completely different branding and so the bank and post office can coexist ," she said.

"That little space for bank branches will be built from the scratch. But, the existing infrastructure across 1,50,000 post offices will be leveraged. We are naturally the most fit candidate to open a bank as no one can match the department's reach," the official said.

She said India Post has around 1,50,000 post offices, while all the other bank branches combined would come to around 50,000 only. 

"So, other aspirants have a reason to worry, but we qualify RBI's eligibility criteria in all respects," the official said. 
When other private banks can have a lean and mean approach in terms of bank branches and can still be successful, so can India Post, the official asserted. 

But, the idea is to not to open branches across all the 1,50,000 post offices, but have a selective play. "If we cover the entire network, it will be too extensive, therefore we will open in places where there are not other banks etc. And our post man could act as a banking correspondent enabled with micro-ATMs," she said.

To become a bank, India post will have to restructure its shareholding. There is a stipulation in the RBI's norms that promoter companies of entities wishing to set up banks should be 51% held by the public. At present, India post is 100% government of India holding.

India Post has long nursed an ambition to start a bank, called Post Bank of India. 

Earlier, the finance ministry is understood to have opposed India Post’s plan as the postal service doesn’t have the expertise needed in relevant areas, such as handling credit.

The Department of Post has a few savings instruments like post office savings scheme, besides acting as a distributor for mutual fund companies. It also has a life insurance scheme— Postal Life Insurance.

India Post's plans will also help the UPA’s ambitious Direct Benefits Transfer (DBT) Scheme as the programme falters because of poor last mile connectivity of banks.

The official said the banking correspondent model as enshrined in DBT will be performed by postman. He will get an additional commission of 0.07% over and above his regular salary for every new deposit.  The official said that moves are also afoot to link all post office branches with core banking solutions (CBS), which would further enable them to function as a full-fledged bank.

              Kindly refer to our letter of even no dated 13.05.2013 , in which you were requested to supply all Govt orders, general letters, orders, circulars, circle orders, correction lists, unclassified circulars etc to the service unions in future, following the DG(P) No 10-4/2003-SR dtd 25.04.2003 and 16-1/61-SR dtd 20.06.62 & reiterated in No. 16-46/92-SR dtd 10.03.1993 and DG(P) NO. 10-12/2005-SR dated 07.02.2007 .
You were also requested to supply the copy of the DTE’s order regarding the payment of salary through the Salary Account and your circular in this connection and your circular regarding joining time. But sorry to say that neither the letter has been acknowledged nor any reply has been received from your end till this day.
However we have collected a copy of O.M No-2-1/2007-08-PA(Tech.I) dtd 14.05.2009 circulated vide C.O. letter no MM&PO/P-4/01/08 dated 08.06.2009, in which it is clearly mentioned “the payment of pay and allowances to all the employees of this Department shall be made through cheque and /or through direct credit to the salary/ savings accounts of the employees concerned, maintained in any of the banks governed by the Reserve Bank of India regulations”.
But your circular regarding opening of Salary account does not corroborate with the DTE’s circular. In fact you are ceasing the facility of choosing various Banks from the employees.
These unions therefore, urge upon you kindly to extend the facility of choosing various bank to the employees for opening of salary account, otherwise continue paying monthly salary through A-Roll system.
