MEDINIPUR ZONAL MEETING
Zonal Metting of Medinipur Zone comprising of Medinipur, Contai ,Tamluk ,Purulia and Bankura held at K.G.Bose Bhawan, Contai yeaterday. Bankura Division couldn't present in the meeting. Secretaries and President/important office bearers of other 4 (Four ) Divisions were present in spite of threat of "HUDHUD". Circle Secretary of P-3 and P-4 and All India Treasurer of P-4 were present in the meeting. Healthy and open discussions regarding the problems of the Divisions were held.

SALARY OF TRG /INHOUSE TRG PA of 2011-12 BATCH
Recent order issued by CPMG office regarding Training Allowance of newly recruited PA of 2011-12 vacancy is total discrimination between Induction Trg. PA and In-house Trg PA.
Those who are top in merit will suffer much for this. It shouldn't be.

PVRs of A & B are complete. There is 1 seat from the Division. Naturally A will go for Induction Trg. Subsequently CPMG ordered that whose Induction Trg can't be given due to non availability of seat and whose PVR is not complete, they can join after In-house Trg.
now order issued like that those are in In-house Trg and joined will get full salary from the date of joining. Induction Trainees will get Trg allowance @2800-
so, A goes to Induction Trg from 01.07.2014 (say) and he is senior in Merit list . B,C,D are juniors and their papers are also not cleared and their In-house Trg started from 08.07.2014 (say). In that case A will earn Rs.8400- per month as a senior and B,C & D will earn @21340- per month.

PAYMENT OF SALARY TO INDUCTION TRAINEE PAs
We wrote SPOs,Tamluk Division for immediate payment of salary to the Induction Trainees. In response to that order has been issued to the Postmaster, Tamluk H.O. for payment of Trainee allowance . basic Pay-Rs.2800 and DA-200 % (as per 5 CPC) . That is Total -Rs. 8400- only.
PTC ,Darbhanga also reported that they paid trg allowance @Rs.2800- upto April. After that nothing has been paid.

India Post ATMs to dot Thiruvananthapuram landscape

A model of the Automated Teller Machine centre to be opened by the Postal Department.
Automated teller machines (ATMs) are no longer the monopoly of the banking sector. A year ago, the Postal Department too introduced the machine to its customers as part of a modernisation programme. The district will shortly join a select group of places in the country to house ATMs of the department.
In the initial phase, ATMs will be installed at the GPO in the city and sub post offices at Poojappura, Neyyattinkara, and Attingal. The facility will be provided in some other post offices in the city and also at Kottarakara, Alappuzha, Kottayam, Ernakulam, Thrissur, Palakkad, Kozhikode and Kannur later. Work had commenced to set up the machines at the GPO and Neyyattinkara, Assistant Postmaster General, Kerala Circle, K.V Vijayakumar told The Hindu. The machine would become functional within a month, he added
Initially the facility would benefit 11.77 lakh postal savings account holders in the city and after the ongoing Core Bank Solution process initiated by the department gets integrated with other banks, it would become interoperable giving access to bank account holders too.
The core banking facility enables customers to operate their accounts and avail themselves of account-elated services from any of the networked post offices. It would also provide postal saving account holders online banking and mobile banking facilities, Officer on Special Duty, Kerala Circle, Ravindranath, said.
The department’s scheme of transferring money instantly through mobile phone, he said, was getting good patronage with nearly 200 people using the facility monthly. “When we launched the scheme a year ago, there were not many takers. In the first three months, the number of people opted to use the facility was below 10. Now, we were able to carryout more than 200 transactions every month,” Mr. Vijayakumar said.

CIRCLE OFFICE HAS ISSUED AN ORDER FOR SELECTED PAs/SAs FOR THE YEAR 2011-12 MERELY FOR ENGAGEMENT NOW, NOT APPOINTMENT
The Circle Office has issued an order communicating the Chief PMG's instruction for engagement of the selected PAs/SAs against the vacancies for the years 2011-12, which appears like an effort to provide a relief to the situation of tremendous staff shortage. There is no arrangement for in-house training, this is not at all any sort of appointment, not going to benefit the young aspiring candidates in seniority or drawing salary as per pay scale. This has no resemblance to the demand placed by our Circle Union. The text of the order dated 02.05.2014 (addressed to all Regional PMsG, Divisional & Unit Heads) is appended below : Sub: Appointment of newly selected candidate in PA cadre against vacancy of 2011-12. This is in connection with appointment of PAs/SAs by direct recruitment against the vacancies of the year 2011-12. As per the usual procedure, a candidate may be directed to undergo training at the PTCs only after completion of pre-appointment formalities viz. character and antecedents verification, medical examination and verification of their educational certificate. But in practical, it is noticed that police verification, which is a mandatory requirement before appointment of any candidate is taking much time which resulted delay in making the offer of appointment to the selected candidate. Keeping in view of the acute shortage of PAs/SAs in this circle, the Chief PMG, West Bengal Circle, has kindly ordered to engage the newly selected candidate in PA/SA cadre in back offices or non-sensitive branch and in ordinary sorting respectively and if required, an undertaking may be taken from the candidates before such engagement. Sd/- (K.K.Rana) ADPS(Rectt) Please note that this is far from the demand of this Circle Union as this would not serve any material purpose of the candidates other than a meager daily wage. The department did not make any move to expedite their formal appointment pending the verifications. The Circle Union will again strongly pursue the Chief PMG to take personal initiative immediately after the Loksabha Election so that the Police Verifications are done throughout West Bengal expeditiously. The Circle Union has also noted that due to misunderstanding and misinterpretation of this order, a confusion has been spread that in-house training has been ordered and this was represented like an achievement of our demand. We have not at all demanded such 'engagement' . This is most unfortunate and the Circle Union wishes to request everyone to go through all orders meticulously and take time to properly interpret orders before bringing it to all others' notice or publicising them. We still are vigorously continuing to place our demand for their appointment which would not be compromised with such orders.

10 % DA ANNOUNCED
Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.
Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

P R E S S S T A T E M E N T
Dated: 12th February, 2014
As per the report received at the Central Head Quarters of the Confederation, near about 13 lakhs Central Government Employees have commenced the two day strike from Midnight of 11th Feb. 2014. For 48 hours. The Strike action will continue upto the midnight of 13th Feb. 2014. The functioning of the Government in the Postal, Income tax, Civil Accounts, Ground water Board, Botanical Survey of India, and many other organisations have been totally paralysed as in these departments, the offices could not even be opened . In all other Departments of the Government of India viz. the Printing and Stationery, Indian Audit and Accounts Department, Atomic Energy Commission offices, Custom & Central Excise, Defence Accounts, Indian Bureau of Mines, Geological Survey of India, other Survey of India organisations and offices, Census, the work has been paralysed.
The strike action became necessary due to the refusal of the Government to finalise the terms of reference of the proposed 7th CPC, grant interim relief and merger of DA with pay, inclusion of Gramin Dak Sewaks within the purview of the Pay Commission and scrapping of NPS and the settlement of the 15 point charter of demands, The employees are agitated over the action of the Government in getting the PFRDA enacted in the Parliament with the support of the BJP which contains the provision to bring in the existing employees and pensioners also within its ambit.
During the last 5 years, Government had been outsourcing various functions to Contractors with the result presently about one third of the workforce of the Government of India is contract labours getting only a pittance of salary. Lakhs of posts in various Departments of the Government are presently vacant due to the ban on recruitment aggravating the unemployment situation in the country.
The Government has virtually closed down all channels of discussions with the employees by not convening the meetings of the JCM both at the National and Departmental levels. There had been no avenue for the employees to air their grievances and seek redressal. Even the awards of the Board of Arbitration which were in favour of employees were allowed to pend implementation for 15 years and are now being brought before the Parliament for rejection invoking the sovereign authority of the legislature.
The incessant rise in the prices of essential commodities has eroded the value of wages fixed in 2006 phenomenally. The price rise over the years between 2006 and 2014 is estimated to be three times, whereas the DA compensation presently is only 90%. It has become difficult for the employees especially at the lower levels to meet even the basic requirements of a family life. The agonising situation arising from the apathy of the Government has given rise to anger and desperation, which has been reflected in their total participation in the strike action.
The reports received from the States indicate that the strike was total in Kerala, West Bengal, Assam, Tripura, Orissa, Andhra Pradesh, Tamilnadu, Chhattisgarh, Jharkhand, ’Madhya Pradesh, Maharashtra, J&K, HP, Rajasthan, U.P. and more than 90% in the rest of the States.
The National Secretariat of the Confederation is scheduled to meet on 18th Feb. to review and assess the response of the Government. If the Government continues with its nugatory attitude, the Secretariat will be left with no other alternative but to call upon the employees to go for indefinite strike action before the general election is announced.

It is hereby notified
that an urgent joint meeting of the extended working committees of
AIPEU-GDS(NFPE), AIPEU, Gr-C, AIPEU, Postmen, MSE & Gr-D and PWU, Tamluk
Divisional Branches will be held on 09-02-2014 Sunday at 10-30 hours at
Dak-karmee Bhawan to discuss over the following agenda. All Office-bearers,
members of the working committees and invitees are requested to be present in
the meeting in time positively.
1. Confirmation of the proceedings of the last
working committee/office bearer meeting.
2. Reporting of All India Conference of AIPEU,
Postmen MSE & Gr-D held at Cuttack.
3. Divisional Problem.
4. Zonal conference.
5. Ensuing 2 days’ Strike from12-2-14 to
13-2-14- our task.
6. Ensuing Dist Conference of 12th
July Committee, Purba Medinipore – our delegation.
